Abstract

Disasters can have multidimensional impacts on public health, the environment, social structures, and economic activities. During the recovery phase, communities face not only the immediate consequences of the disaster but also various secondary hazards, such as unsanitary conditions, stagnant water, waste accumulation, accident risks during cleanup, sanitation disruptions, and an increased risk of disease. Therefore, applying Occupational Health and Safety (OHS) principles is essential to the public health recovery strategy. This community service initiative aimed to enhance the community's knowledge, awareness, and capacity to identify and manage health and safety risks during the post-disaster recovery phase. The activities were conducted in Pangkalan Masyhur Urban Village, Medan Johor District, Medan City, North Sumatra, using a participatory approach. The stages included initial observation, hazard and risk identification, OHS education, basic health screenings, environmental health education, community cleanup and collaborative work (*gotong royong*), the use of an Android-based risk assessment checklist, and monitoring and evaluation. A participatory approach was selected because the community plays a central role in the recovery process and the sustainability of risk management. The results indicate that the activities enabled residents to recognize hazards in the post-disaster environment, understand risk control measures, prioritize environmental hygiene and health, and actively participate in recovery efforts. Integrating education, health screenings, risk identification, and digital technology provided a systematic approach to supporting public health recovery. The initiative also demonstrated that OHS principles are not limited to formal workplaces but can be adapted to residential settings and community activities during post-disaster recovery.
